The name Êlê-fëso Bî is derived from the Iron Elvish language, as Êlê-fëso Bî was founded by Húlien Èdsm, who was culturaly Iron Elven.
Climate
Êlê-fëso Bî has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a cool 20°C (68°F). Êlê-fëso Bî receives an average of 263 cm/y (103 in/y) of precipitation, most of which comes in the form of rain during the spring. Êlê-fëso Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1322 m (4337 ft) above sea level.
Overview
Êlê-fëso Bî was founded durring the late 16th century in winter of the year 1482, by Húlien Èdsm. The establishment of Êlê-fëso Bî was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Êlê-fëso Bî's construction back out of the project. Húlien Èdsm pushed on reguardles, and Êlê-fëso Bî was finished, but starts off as a terible place to live.
Êlê-fëso Bî was built using the conventions of Iron Elven durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Êlê-fëso Bî is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Êlê-fëso Bî is is constructed arround a series of broad split-log ties mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. The town's bare minimum defences are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.
Before you’ve even set foot into the heart of Êlê-fëso Bî, you can smell it. The incense. It hangs about the town like a cloud. Monks, priests, and clerics are everywhere, all dedicated to the same god, all performing the same rituals to bless and anoint buildings, streets, people, animals, you name it they are or have blessed it. The same holy symbol is everywhere too. Its on buildings, on people, and even branded into livestock. This certainly loves its god. More than it loves wealth. The town is very clearly poor. Buildings are run down in ways that are not imeadiatly obvious. The people are a bit too thin. The market is very eager to sell to newcomers, but not so eager to buy from them. There’s also a general lack of the hum and buzz of healthy industry in Êlê-fëso Bî.
Civic Infrastructure
Êlê-fëso Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Êlê-fëso Bî.
Êlê-fëso Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Êlê-fëso Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Êlê-fëso Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Êlê-fëso Bî's public wards, blessings, and other arcane systems.
Êlê-fëso Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Êlê-fëso Bî's grid is powered by hydrogalvanic generators.
Êlê-fëso Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Êlê-fëso Bî has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Êlê-fëso Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Êlê-fëso Bî has a long tradition of martial expertise. This may be a crisply-organized history of skilled native levies, or it may be a natural belligerence in the people that leaves them familiar with bloodshed. While their neighbors and liege doubtless respect their talents, this very aptitude might make them more willing to turn to steel than prudence would advise.
Êlê-fëso Bî's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by order, symmetry, formal design, grandiosity, and elaborate ornamentation. Architectural characteristics include balustrades, balconies, columns, cornices, pilasters, and triangular pediments. Stone exteriors are massive and grandiose in their symmetry; interiors are typically polished and lavishly decorated with sculptures, swags, medallions, flowers, and shields. Interiors will often have a grand stairway and opulent ballroom..
Due to the actions of local Kami, winter is long in Êlê-fëso Bî.
The Shimmerwing Dragonfly near Êlê-fëso Bî are known to be a mutant strain of the creature.
Êlê-fëso Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves gestures to channel Conjuration energies of tier 1 via oath swearing.
Economy
